Indonesia Negara Paling Rumit

VIVAnews - Dibanding negara yang masuk kelompok BRIC yakni Brasil, Rusia, India, dan China, Indonesia oleh Bank Dunia dinilai sebagai negara yang paling rumit.

Ukuran kerumitan itu bisa dilihat dari hasil survei yang dipublikasikan Bank Dunia yang menyebutkan birokrasi di Indonesia berada pada skala 16,2, dibanding negara-negara BRIC dengan rata-rata tingkat birokrasi 13,7.

Laporan itu, menurut Kepala Ekonom PT Bank Mandiri Tbk, Mirza Adhityaswara, dimuat dalam 'Doing Business Report 2010'. Tak hanya peringkat birokrasi yang rumit, efisiensi dari struktur pemerintahan juga dinilai kurang.

Dalam hal korupsi, Indonesia dan BRIC juga dibandingkan. Hasilnya, Indonesia adalah negara yang angka korupsinya masih tinggi, yakni 16. Sedangkan angka korupsi rata-rata negara BRIC hanya 11,9.

"Indonesia sedikit bagus dalam hal kestabilan politik," kata Mirza di kantor pusat Bank Mandiri, Jakarta, Rabu 27 Oktober 2010. Oleh Bank Dunia, level politik Indonesia diberi nilai 6, sedangkan negara-negara BRIC 6,79.

"Ini yang membuat kami (dunia usaha) sedikit sulit dalam berbisnis," kata dia.

Selain masalah korupsi dan efektivitas di pemerintahan, menurut dia, akses ke industri keuangan juga masih rendah. Demikian pula untuk masalah infrastruktur yang masih minim. "Janganlah dibandingkan BRIC, sama Malaysia saja sudah jauh," katanya.

Data Bank Dunia membandingkan posisi Indonesia terhadap negara-negara BRIC hanya setara dengan India.

Pada pengguna internet misalnya, dari 100 populasi di Indonesia hanya meng-cover 8,7 persen, sedangkan India 5,1 persen. Ini jauh berbeda dibanding Brasil yang sudah 38,7 persen, Rusia 42 persen, dan China 28,5 persen.

Untuk konsumsi listrik (kWh per kapita), posisi Indonesia juga hanya menang atas India. Konsumsi listrik masyarakat Indonesia adalah 566 kWh per kapita, sedangkan India 542 kWh per kapita.

Rusia terkait konsumsi listrik itu menempati posisi tertinggi yakni 6.317 kWh per kapita, sedangkan China di urutan kedua dengan 2.332 kWh per kapita, dan Brasil 2.171 kWh per kapita.

Demikian pula untuk pengguna komputer (PC). Menurut versi Bank Dunia, pengguna komputer di Indonesia hanya dua persen per 100 populasi, sedangkan India 3,2 persen per 100 populasi.

Brasil menempati posisi teratas dengan persentase 29,2 persen, Rusia 13,3 persen, dan China 5,6 persen.

Namun, untuk pengguna telepon genggam, posisi Indonesia saat ini berada di urutan ketiga dari lima negara lain. Per 100 populasi, pengguna telepon genggam Indonesia mencapai 69,2 persen. Tertinggi pertama adalah Rusia yang mencapai 163,6 persen.

Brasil, China, dan India masing-masing dengan porsi pengguna telepon genggam sebesar 89,8 persen, 55,5 persen, dan 43,8 persen.
